What is the purpose of pre shipment inspection agreed by the government?

Its purpose is to ensure the quality of products exported to African and Middle East countries, to ensure the authenticity of the quality, quantity and price of exported products, to prevent fraud and the export of fake and shoddy products, so as to maintain the quality reputation of China’s exported products.

 

What is the scope of pre shipment inspection agreed by the government?

At present, the pre shipment inspection agreed by the government involves four countries, namely Yemen, Iran, Sierra Leone and Ethiopia.

Export to Yemen: products in chapters 25 to 29 and 31 to 97 of the International Convention on the harmonized system of commodity names and codes (HS code).

Export to Iran: the products listed in Chapter 25-29 and 31-97 of the catalogue of entry and exit products subject to inspection and quarantine by the entry exit inspection and quarantine institutions, with customs supervision condition B and inspection and quarantine category n.

Export to Sierra Leone: trade commodities with a value of more than US $2000 per batch.

Export to Ethiopia: the batch value of the goods is more than US $2000.

 

What is the procedure for customs to implement pre shipment inspection?

Step 1: accept the inspection application of enterprises

Enterprises that need to carry out pre shipment inspection shall fill in the pre shipment inspection certificate in the column of required documents when applying for inspection.

 

Step 2: implement inspection

-The goods within the scope of pre shipment inspection agreed by the government shall be subject to batch inspection.

-Check whether the product model and quantity of the whole batch of goods are consistent with the inspection application data;

-Check whether the product packaging is intact;

-Check whether the product appearance is intact and meets the standard requirements; Check whether the nameplate identification and production batch number of the product are consistent with the application data;

-Take samples for routine inspection on site.

 

Step 3: implement loading supervision

Loading supervision is the on-site supervision of the process of loading goods into containers, mainly including the following contents:

The customs shall inspect the name, quantity, package, shipping mark, specification and model of the goods. The supervised goods shall be loaded into the container within the scope of supervision, and the container shall be sealed with a buckle.

 

Step 4: price verification

For the goods exported to Sierra Leone or Ethiopia, the customs will also verify the price of the goods.

 

Precautions for enterprises:

The enterprise produces products according to the product inspection standards in the government agreement or the government memorandum of understanding, as well as the specific requirements in the trade contract and letter of credit.

The inspection department shall issue the pre shipment inspection certificate by the Authorized Inspector within 5 working days after the completion of the inspection.
