    We should adhere to the four basic requirements of law and regulation, risk priority, employee participation and continuous improvement. Overall, as an upgraded version of OHSAS 18001, ISO 45001 has no difference in objectives, concepts, core contents and basic requirements. The ISO portal pointed out in its introduction to ISO 45001: “ISO 45001 is not intended to be a legally binding document. It is a management tool for voluntary adopters who want to eliminate or reduce the risk of injury.”

    For units (organizations) that have established occupational health and safety management system, it should be relatively easy to meet the requirements of ISO 45001.

    In the specific application of ISO 45001, attention should be paid to adhering to the four basic requirements of law and regulation, risk priority, employee participation and continuous improvement, and building a corresponding management system under the framework of legal system, so as to carry out occupational health and safety management in a standardized and effective manner.

    According to law and regulations
    ISO 45001 puts forward in the scope part that this standard does not set specific guidelines for the implementation of occupational health and safety management, nor does it frame the framework of occupational health and safety management system. This standard can be partially or completely used to systematically improve the occupational health and safety management of relevant units (organizations).
    The relevant laws, regulations and standard system of work safety and occupational health management based on work safety law and occupational disease prevention law defines the basic requirements and main contents of occupational health and safety management in China, and puts forward the general methods of occupational health and safety management, which is the basic compliance of relevant units (organizations) to carry out occupational health and safety management in a standardized and effective manner.

    Risk priority
    Risk management is the basic method of modern occupational health and safety management. It is the basis for relevant units (organizations) to identify hazards, analyze risks, grasp work priorities, scientifically and effectively plan occupational health and safety management, and objectively and pertinently set occupational health and safety management policies and objectives.
    ISO 45001 points out that “establishing effective procedures for identifying hazards, controlling risks and taking priority measures” is one of the core factors affecting the effectiveness of the management system, and systematically expounds it in the planning chapter, emphasizing that “when planning the occupational health and safety management system, we should consider the current situation of the unit (the environment of the organization), the needs of relevant parties, the scope of system constraints, and determine risks and Countermeasures”.

    Employee participation
    Leadership and employee participation are the important basis for the remarkable results of occupational health and safety management, which directly affects the implementation and effect of the management system, especially the impact of all employees’ active participation.

    Continuous improvement
    The management mode of p-d-c-a dynamic cycle and continuous improvement is the basic method of modern occupational health and safety management recommended by domestic and foreign occupational health and safety research institutions, ILO and other international organizations since the 1990s. It is the most significant and distinctive feature of ISO 45001, which is inherited from OHSAS 18001 and ilo-osh 2001. It is also the vitality of this management system.
